- Robert Wu, Chairman and CEO of UCGEC
Robert Wu is Chairman and CEO of UCGEC; Co-Chairman and founding president of the Berkeley Chinese Alumni International Association, Co-Chairman and founding president of the Fudan University Business Education Foundation and a director of The 1990 Institute. Mr. Wu is a veteran of the Computer and Semiconductor Industry in both the U.S. and China. He received his BSEE with highest honors from University of California, Berkeley in 1953 and his MSEE from Massachusetts Institute of Technology in 1954.
He was a project manager in semiconductor development for the Transitron Semiconductor Corporation before returning to China in 1956. In China, Mr. Wu as a member of the Chinese Academy of Sciences had played a leading role in the early development of the Institute of Semiconductors, the Institute of Computing Technology, and the Institute of Microelectronics. He was the technical director in developing China's first transistor, the first transistorized mainframe and its first microcomputer with silicon IC. He is recognized as a founding member of China's computer and semiconductor industry.
Mr. Wu returned to US in 1978 and joined HP Labs. He facilitated the establishment of HP China, the first joint venture between the US and China. Early in 1982, he supported immediate VLSI implementation on RISC architecture and became the project manager of HP's first RISC microprocessor. In 1985, he made the initial proposal to utilize the vast amount of cost-effective manpower resources in China and India, and became the program manager of HP International Contract Programming. Mr. Wu co-founded Silicon Magic Corporation in 1994, where he served as the Director of Human Resources, Planning, and China Business Development until 1999.
- Xiaofeng Zhang, Regional Marketing Director, Howard Industries Inc.;

Ms. Zhang has over 30 years of experience in Smart Grid, Electricity Markets and Renewable Energy. She has worked with global leading companies, such as Marketing Director, JA Solar USA; Senior Project Manager at Pacific Gas and Electric Company; Product Manager and China Marketing Manager at ABB Inc. Previously she worked with the Chinese Electric Power Research Institute (CEPRI) in Beijing, where her research project won a National Scientific Technology Award. She served as panelist at various Smart Grid conferences, in areas of “Voltage/VAR Optimization” and “Market-Based Demand Response”. She is a co-author of the book “Electricity Market Operation System”. She holds a BS and MS in Electrical Engineering, and was a PhD Candidate at the CEPRI. She is a Senior Member of IEEE.
Ms. Zhang is Executive Vice President of UCGEC and has served as a Conference Organizing Chairwoman for 2016 and 2017 US-China Green Energy Summit. She is very active in San Francisco Bay Area communities and has served various non-profit organizations, including Board Chairwoman (2013 to present) and President (2006 to 2008) of Silicon Valley Women (SVWA).
- Dr. Jeffrey W. Chapman, CEO, EnDimensions LLC; UCGEC Partner
Dr. Chapman is CEO and co-founder of EnDimensions, LLC (a consulting firm providing expertise in energy policy, power system engineering and software design for the energy industry). Previous to that he was Senior Director of energy market products for APX, Inc (Formerly the Automated Power Exchange), handling energy scheduling, SCADA/EMS systems and energy billing and settlement. He was a manager of ABB, Inc, and directed the design, integration and commissioning of large-scale energy bidding and scheduling systems for the California Power Exchange during the launch of the California ISO, handling the scheduling and validation of nearly 80% of the total energy consumed in the state.
He received his MS and Ph.D. degrees in Electrical Engineering from the Massachusetts Institute of Technology (MIT), and has authored and co-authored a number of technical articles and monographs.
Dr. Chapman has been active in promoting and facilitating growth and integration of renewable energy resources, demand response and advanced metering in the United States and has exploring opportunities to work with peers in other countries to apply best-of-breed expertise and technology to reliably increase renewable energy production worldwide.
- Dr. Edward Cazalet, CEO TeMIX Inc. and VP Megawatt Storage Farms, Inc.
Dr. Cazalet has over forty years of electric power experience as an executive, board member, consultant, and entrepreneur. In 2007 Dr Cazalet co-founded MegaWatt Storage Farms. MegaWatt deploys and manages grid-scale electricity storage farms for multiple applications in including integration of intermittent wind and solar generation.
Dr Cazalet was appointed by California Governor Schwarzenegger in 2004 to a three-year term as a member of the five-person Board of Governors of the CAISO. The CAISO is charged with safe and reliable real-time operation and planning of the high voltage transmission system in California.
Dr. Cazalet founded APX in 1996 and served for many years as CEO. Dr. Cazalet conceived the business opportunity, and raised $66 million in investment capital in three rounds. APX provides independent transaction services for electric power and environmental registries. Dr. Cazalet founded Decision Focus, Inc. (DFI) in 1976 and led DFI to become a leading firm in energy and electric power market modeling and decision analysis consulting. Previously at SRI International he was an early member of the pioneering Decision Analysis Group at SRI International. With both companies, and also as an independent consultant, Dr. Cazalet has participated in and led high-level consulting and decision analysis engagements for several of the world’s largest corporations and many government agencies.
Dr. Cazalet holds a PhD from Stanford University focused on economics, decision analysis and power system planning and degrees in engineering from the University of Washington.
- Nan Liu, Director of Market Services & Principal Engineer, GridSME
Mr. Liu is a Subject Matter Expert with over 30 years of experience in the electricity business. He has had a rewarding career with experience in whole sale electricity market, NERC reliability standards, transmission planning, operations engineering and substation engineering/designs. Mr. Liu combines experience in highly technical engineering fields with the in depth knowledge of the CAISO electricity market systems as a successful leader of reputable professionals in the energy industry.
At GridSME, Mr. Liu serves the clients with strategic consulting in the areas of NERC reliability standards compliance, engineering studies and electricity wholesale market analysis.
Before joining GridSME in July 2016, Mr. Liu served as the Manager of Market Analysis and Development at the California ISO. He led teams of accomplished individuals who developed innovative market designs and implemented solutions to address market gaps and issues. Mr. Liu was recognized for his effectiveness in the subject matter and leadership in identifying market issues and providing resolution and mitigation solutions as part of his role as a team leader.
Mr. Liu received a MS in Electrical Engineering from University of Alberta in Canada and BE in Electrical Engineering from Beijing University of Agricultural Engineering in China.
- Dr. Shanshan Liu, Principal Product Manager, SunPower and SVP, UCGEC
Dr. Shanshan Liu is Principal Product Manager at SunPower, an innovator and leader in solar industry for over three decades. At SunPower, Dr. Liu oversees the product development in Specialty Product Group, where many innovative applications of Solar Energy have been supported, including the solar systems for NASA Pathfinder (high altitude solar powered UAV), Impulse, High Altitude Communication, RV/Marine Applications, Consumer and Military Applications, etc.
Dr. Liu was with EPRI before she joined SunPower. She had various roles at EPRI, from Program Chair for R&D in the Grid Operations and Planning program of the Power Delivery & Utilization Sector, to China Country Manager. She has made significant contribution in developing technologies and tools to enable better decision makings for power system restoration, reactive power management, and energy forecasting. Working with utilities, researchers, and regulators, Dr. Liu has successfully increased participations and strengthened engagement, expanding EPRI’s domestic and global collaboration.
Dr. Liu served as Adjunct Professor at San Jose State University, teaching Power & Energy courses, from 2013-2014. She helped structure the curriculum to expand the Power & Energy program at SJSU.
Dr. Liu now is an active Advisor in SunPower Solar Energy Academy and Mentor for TechWoman Mentorship Program.
Prior to joining EPRI, Dr. Liu worked as a Research Assistant in University of Illinois, Urbana-Champaign, performing research on dynamic data driven applications in power systems.
Dr. Liu is internationally recognized for her work and contributions to electric power system’s research. She is a member of IEEE and a member of CIGRE C2 Restoration WG. She has served as invited speaker, technical committee, and panel session chair for numerous international conferences. She is a reviewer of IEEE Transactions on Power Systems, European Transactions on Electrical Power, and Proceedings of the IEEE. Dr. Liu has published over 20 papers and co-authored two books “Power System Coherency and Model Reduction” and “Applications of Nonlinear Dynamics”.
Dr. Liu received a Bachelor of Science degree and a Master of Engineering degree in Electrical Engineering from Tsinghua University in Beijing, China, graduating with honors. She holds a PhD degree in Electrical Engineering from University of Illinois, Urbana-Champaign.
- Dr. Yanchun Wang, Director, CPower Energy Management, Inc
Dr. Wang is currently with CPower Energy Management, Inc. as a director of IT Development. His interest in power system areas includes: power market, power system operations and planning, power system stability and controls, power market scheduling and settlement, renewable energy, smart grid, demand response, telemetry data management system, building automation system, energy efficiency, distributed energy resources, internet of energy, and artificial neural network applications in power system. His interest in software design and development includes: SAAS, PAAS, and IAAS system architecture and function designs, real-time data management system architecture and function designs, and financial management system design and development. His areas of interest in renewable energy and green exchange include: renewable energy resource grid and market integrations, renewable project financial analysis, carbon tracking system design, and green exchange system design.
Before joining Cpower, he was Director of Demand Response System Development with Johnson Controls. Prior to CPower, he was Vice President of Energy Connect which was acquired by Johnson Controls on July 1, 2011. He also worked with Automated Power Exchange (APX) as a Technical leader and executive member in the areas of power market applications, green exchange, and demand response programs. He also worked with ABB as a Project Engineer on EMS and SCADA system development and power market software development.
Dr. Wang was a Post-doctoral Fellow at Iowa State University in Ames, IA and Tsinghua University, Beijing, China where he received his PhD degree in Electrical Engineering.
- Ram Narayanamurthy, Technical Executive, Electric Power Research Institute.
Dr. Ram Narayanamurthy is a Technical Executive at EPRI in the Advanced Energy Communities area, focused on energy efficiency, customer adoption and grid integration of customer technologies. He led the development of the first Zero Net Energy neighborhood in California and the first low income community scale Zero Net Energy retrofit . He also leads connected customer research at EPRI in the area of smart thermostats and connected devices, and the use of data analytics and data standards in clean energy. Prior to EPRI, Ram worked in executive positions in startups for more than a decade developing new energy efficiency and energy storage technologies. He holds 26 patents and has a Bachelors in Mechanical Engineering from The Indian Institute of Technology and Masters in Mechanical Engineering from Penn State University.
- Dr. Fang Cao, Post-doctoral Researcher, The University of Tennessee; Marketing Manager, TeMIX Inc.; VP, UCGEC
Dr. Cao is a Post-doctoral Researcher at Center for Electric Power in the University of Tennessee (Research Orientation: the wide-area FNET monitoring system and renewable energy sources). Previous to that she was director of the energy saving electric service center for Guangzhou Power Supply Co. Ltd.,responsible for planning the platform of electric vehicles, demand response, energy storage, energy efficiency in Guangzhou.
She received her Ph.D. degree in Technical Economics and Management from North China Electric Power University. Many of her projects have won provincial and municipal awards in China.
- Dr. George Zhou, Principal Consultant, Siemens Power Technologies International and VP, UCGEC
Dr. Zhou has three decades of professional experience in power engineering, both in industry and in academia and is a power system expert with deep knowledge of the interconnected power grid in North America. He is currently a Principal Consultant with Siemens Power Technologies International at its Silicon Valley office in California. He manages and provides consulting services to world-wide energy industry clients including electric utilities, independent system operators, renewable generation developers, and regulatory organizations. His expertise includes transmission and distribution system planning and operations, renewable resource integration and modeling, smart grid, energy storage, distributed energy resources, real time control, electric utility software system development, reliability risk assessment, and NERC Standards regulatory compliance. He is also an experienced instructor with Siemens Power Academy.
Prior to joining Siemens, Dr. Zhou held various engineering capacities with industry leading companies including Electric Power Research Institute, Pacific Gas and Electric Company, Idaho Power Company, and Open Systems International. He was also a visiting scholar at University of Porto in Portugal conducting artificial intelligence applications in power systems.
Dr. Zhou was a member of the Planning Coordination Committee and the Chair of the Variable Generation Interconnection Task Force of the Western Electricity Coordinating Council (WECC). He is a Senior Member of the IEEE and a registered Professional Engineer licensed in the State of California. He received his PhD degree in Electrical Engineering from Iowa State University, Ames, IA and BS/MS/PhD degrees in Electrical Engineering from Tianjin University, Tianjin, China.
