Speaker Bios
 

  • Robert Wu, Chairman and CEO of the US-China Green Energy Council (UCGEC)Robert Wu is Chairman and CEO of UCGEC;

    Co-Chairman and founding president of the Berkeley Chinese Alumni International Association. Mr. Wu is a veteran of the Computer and Semiconductor Industry in both the U.S. and China. He received a BSEE with highest honors from University of California, Berkeley and his MSEE from Massachusetts Institute of Technology in 1954.

    He was a member of the Chinese Academy of Sciences, Beijing, and had played a leading role in the early development of the Institute of Semiconductors, the Institute of Computing Technology, and the Institute of Microelectronics. He was the technical director in developing China's first transistor, the first transistorized mainframe and its first microcomputer with silicon IC. He is recognized as a founding member of China's computer and semiconductor industry.

    Mr. Wu returned to US in 1978 and joined HP Labs. He facilitated the establishment of HP China, the first joint venture between the US and China. Early in 1982, he supported immediate VLSI implementation on RISC architecture and became the project manager of HP's first RISC microprocessor. Mr. Wu co-founded Silicon Magic Corporation in 1994, where he served as the Director of Human Resources, Planning, and China Business Development until 1999.
     
  • Frances Bell, Sr. Power System Engineer, SolarCity

    Frances Bell is a Senior Power Systems Engineer at SolarCity working to create a stable, dynamically controlled grid using Distributed Energy Resources. Specifically, she is developing inverter capabilities for resilient, real-time control of distribution resources through implementing pilot projects, collaborating on new research at NREL, and contributing to creating smart inverter standards. Prior to joining SolarCity, Frances worked at PG&E as a transmission planning engineer contributing to the California transmission planning process as well as piloting new power electronics capabilities on the PG&E system. Frances has a Bachelor of Science in Engineering Science Electrical Engineering from Smith College and a Master of Science in Power Systems Engineering from Tufts University.
     
  • Dr. Jeffrey Chapman, President and Co-founder of EnDimensions, LLC.

    Dr. Jeffrey Chapman is President and Co-founder of EnDimensions, LLC, a consulting firm specializing in market policy, market analysis, business process and software related to energy markets, energy settlements, advanced metering infrastructure and demand response.  Prior to founding EnDimensions LLC, Dr. Chapman served as Senior Director of Market Products for APX, Inc. and as Manager of Energy Market Products for ABB, both in Santa Clara, CA.
    His current focus is on development of market policy for enabling increased levels of renewable energy in the context of distributed generation and micro grids.

    He has also directed the development of a number of ground-breaking software products in the energy and utility operations space, including a unique real-time monitor that calculates energy settlement quantities in real time for generation resources, an intelligent market-to-SCADA data backbone for integration of market data with real time control operations, high-volume data pre-processors for market settlements, automated data interfaces and market data warehousing applications.
    He received his Ph.D. in Electrical Engineering from the Massachusetts Institute of Technology (MIT), Cambridge MA, and has authored and co-authored a number of technical articles and monographs.
     
  • Xiaofeng Zhang, Regional Marketing Director, Howard Industries Inc.;
    Executive Vice President, Board of Directors, UCGEC

    Xiaofeng is a Regional Marketing Director, Howard Industries Inc. She has over 30 years of experience in the areas of Volt/VAR Optimization, Smart Grid, Distribution Automation, Demand Response, Electricity Market and Renewable Energy. She has worked in various capacities with global leading companies, such as Director of Marketing and Admin, JA Solar USA; Sr. Project Manager at Pacific Gas and Electric Company (PG&E), Product Manager and China Marketing Manager at ABB Inc., Senior Engineer at Siemens and at Systems Control, Palo Alto, USA. Previously she worked with the Chinese Electric Power Research Institute (CEPRI) in Beijing, where her OPF application software won a National Scientific Technology Award.

    She has published widely and recently served as a panelist at industrial conferences, such as she was Smart Grid panelist & panel moderator for UCGEC 2010 & 2013 conferences in China, as well as a panelist on “Market-Based Demand Response” at IEEE 2010 General Meeting, USA and CICED 2014, Shenzhen, China. She holds a B.S. and M.S. in Electrical Engineering and was a PhD Candidate at the Chinese Electric Power Research Institute (CEPRI).

    Ms. Zhang is a Senior Member of IEEE. She is Exe. Vice President of the US-China Green Energy Council (UCGEC) and is co-chair on Smart Grid steering committee. She is very active in San Francisco Bay Area communities and has served various non-profit organizations, including Board Chairwoman (2013 to present) and President (2006 to 2008), Silicon Valley Women Alliance (SVWA).
     
  • Dr. George Zhou, Senior Staff Consultant, Siemens Power Technologies International.

    Dr. Zhou is a Senior Staff Consultant with Siemens Power Technologies International. He manages and provides consulting services to world-wide energy industry clients including electric utilities, independent system operators, renewable generation developers, and regulatory organizations. His expertise includes transmission and distribution system planning and operations, renewable resource integration, smart grid, real time control system development, and regulatory compliance. He held various engineering capacities with industry leading companies including EPRI and PG&E. He is a member of the Planning Coordination Committee and the Chair of the Variable Generation Interconnection Task Force of the Western Electricity Coordinating Council (WECC).

    Dr. Zhou is a Senior Member of the IEEE and a registered Professional Engineer licensed in the State of California. He received his Ph.D. degree from Iowa State University, Ames, Iowa.

     
  • Dr. Liuxi (Calvin) Zhang, Sr. Distribution Systems Engineer, Nexant, Inc., VP of Strategic Partnership, UCGEC

    Dr. Liuxi (Calvin) Zhang is a Senior Distribution Systems Engineer in Nexant, Inc, where he leads the research and software development of power distribution/Smart Grid systems modeling and analytics. He was Vice President of North American Chinese Power Professional Association (NACPPA) from 2011 to 2013. He also co-foundered and served as President of IEEE Power & Energy Society (PES) at Northeastern University in 2011.
     
    Dr. Zhang obtained his Ph.D. from Northeastern University, Boston, MA and his M.S. and B.S. from Shanghai Jiao Tong University, Shanghai, China. He is the recipient of 2013 IEEE PES Outstanding Young Engineer Award in Boston Section and 2012 IEEE Student Achievement Award in Boston Section.
